UI: Nodes: Adjust Propagation label and tooltips

Small tweaks to the "Warning Propagation" property in the sidebar:

* Rename `Warning Propagation` UI label to `Propagate`.
* Rename `All` to `All Messages`, so it's more descriptive.
* Sort menu items from more to less.
* Add tooltip descriptions.
