Fix #129533: EEVEE: Dither film accumulation to avoid shadow banding

Since the same pixel gets used every sample,
the rounding error accumulates and biases the
result instead of averaging out, as we're using
a fixed offset.

Fix by dithering the rounding offset per
sample instead of using a fixed value.
