DocPy: Update Dependancies

Browse source 
Updates sphinx and the theme to the latest version along with any of their dependencies.

Note that we will be sticking to sphinx 4.1.1 until sphinx 4.2 for the same reasons listed in:
https://developer.blender.org/rBM8334
