Fix: restore accidentally changed default for 'Allow Negative Frames' pref

Update the default preferences to disallow negative frames by default
again. This was accidentally changed in
6a06e87f85.

There are some areas of Blender (most notably audio playback) that
cannot handle negative frames, and enabling them should be a conscious
choice.
