12e628ea43 Refactor: remove remaining legacy action code
This removes the remaining legacy action code, that includes any unit tests for
legacy actions.
The only place that still deals with legacy actions is the versioning code.

I left the RNA functions `is_action_legacy` and `is_action_layered` in
place to not cause a breaking change for addons. However the functions
are now just hardcoded to return false and true respectively.

b2a06888c7 Anim: add Action+Slot selector for Masks
This adds an Animation panel to the Mask tab of the n-panel of the
Movie Clip and Image editors. Masks can be animated (for example, the
opacity of a Mask Layer), but there was no way to manage the Action
and Slot that held those F-Curves.

To keep things DRY, this PR also moves the code for drawing Action+Slot
selectors from the `PropertiesAnimationMixin` class to a utility
function, which is now called from both that class and the Mask UI code.

87fc8e8ddd Anim: Add hotkey for keying set operators
This is in response to feedback to the changes from #113504
While it does simplify inserting keyframes,
sometimes artists want to insert keys only to e.g. Location.
This takes longer to do now, since the option is in a menu.

This PR changes the following:

* new `K` hotkey to bring up the "Keying Set" menu.
This will always show the menu, even if a keying set is active.

* `Shift + K` will open a menu to set the active keying set

* with "Pie Menu on Drag" enabled in the user preferences,
hitting `I` and moving the mouse will bring up a pie menu
to insert only specific transform channels

Conceptually this separates the keying set behavior from the
insert keyframe behavior.
`I` will always add keyframes.
While `K` always shows keying set options.
