The type could be either "Point" or "3D Gaussian Splat".
It is defined in DNA, RNA, and exposed to the UI but does not actually
control anything yet. It is the first step towards native integration
of the 3D Gaussian Splat technique [kerbl3Dgaussians].
In the future the type will control the following aspects:
- Rendering algorithms
- Attribute handling to eventually support rigging of gaussian splats.
Attribute convention for the future IO and render engines integration:
- "scale" for the scale of the gaussian splat, stored as float3
- "rotation" gaussian splat rotation, stored as quternion
- "radiance:base" the base (DC) radiance of the splats, followed by
opacity and stored as float4
- "radiance:sh_{index}" for the coefficients of the bands >= 1 of the
spherical harmonics, stored as float3.
Note that the relation of scale and radius is not very trivial (meaning
storing scale as radius that would become float3 was considered but was
not accepted). The scale is used to define the covariance matrix, and
the gaussian splat is technically unbound. It is possible to calculate
a bounding radius for the splat using scale and a cut-off opacity, but
it is rather arbitrary.

This changes the engine identifier back to `BLENDER_EEVEE`.
We keep the `BLENDER_EEVEE_NEXT` identifier around for
versioning reasons (have to detect when it is the active
engine of a older file).
This also rename a bunch of pannels that were using `next`
in their name.
This is a breaking change for Addons compatibility.

Add this operator to the dropdown menu to the right of the attribute list
for curves and point cloud geometries. For these geometry types the
operator can run in edit mode too, unlike meshes.
- Wrap the closing parenthesis onto it's own line
which makes assignments to the return value
read better.
- Reduce right-shift with multi-line function calls.
Whenever custom `filter_items` is used, everything regarding filtering
and sorting has to be implemented "by hand" here, this was just not done
for the sorting (which is now added).

Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.
While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.
Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.
Some directories in `./intern/` have also been excluded:
- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.
An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

This commit implements described in the #104573.
The goal is to fix the confusion of the submodule hashes change, which are not
ideal for any of the supported git-module configuration (they are either always
visible causing confusion, or silently staged and committed, also causing
confusion).
This commit replaces submodules with a checkout of addons and addons_contrib,
covered by the .gitignore, and locale and developer tools are moved to the
main repository.
This also changes the paths:
- /release/scripts are moved to the /scripts
- /source/tools are moved to the /tools
- /release/datafiles/locale is moved to /locale
This is done to avoid conflicts when using bisect, and also allow buildbot to
automatically "recover" wgen building older or newer branches/patches.
Running `make update` will initialize the local checkout to the changed
repository configuration.
Another aspect of the change is that the make update will support Github style
of remote organization (origin remote pointing to thy fork, upstream remote
pointing to the upstream blender/blender.git).
