3ac7f1e9c9 Keymap: Shift-A for adding Strip modifiers
This PR adds keymap for adding sequencer strip modifiers with Shift-A.
New operator is also added because we need a poll function to limit
this menu, so that it only appears in strip modifiers tab.

161489ba79 VSE: Remove "use linear modifiers" Strip option
Remove per-strip option to do modifiers in linear color space.
The option was poorly understood, inconsistent (only worked on float
inputs, did nothing on byte inputs), defaults to off and originally
was added as a hack.

- The option apparently was added as a hack during Tears of Steel
  (2012, Blender 2.64) production, because some content was made using
  a development version that had some bug, and this option was
  a workaround.
- The option also was implemented in a way where it *only* applied to
  inputs that are floating point; for byte inputs it did nothing at all.
- Going forward, "the future" will be compositor modifiers, which are
  always in linear space. All the existing non-compositor modifiers are
  by default in "sequencer" space. If people want them to be in
  "linear" space, they can set the sequencer space under render
  settings to be linear, and/or use equivalent functionality via
  compositor modifiers.

Technically this is a "breaking" change in a sense of that it removes
an option. In practice, we are not sure if anyone anywhere uses that
option for a good reason.

f385327442 VSE: Move Strip properties to Properties editor
Goal of this PR is mainly to improve flexibility and of VSE layout and
screen space efficiency.

Previously, strip properties were displayed in timeline sidebar. This
was limiting, because if you want to display as much properties as
possible, the timeline area had to be taller, but this was at the
expense of space available for preview. However there is plenty of
space in properties editor, which is mostly unused in VSE. Therefore
strip properties were moved to the properties editor.

ID pinning and path displayed in top section aren't drawn, since strip
is not an ID and can not be pinned. Since there is more space for
properties, various panels are changed to be open by default.
Mainly transform and time panels, since they are used often.

There is one minor change: The waveform display property
of sound strip was previously hidden, if timeline area had per strip
waveform display overlay set. This is no longer possible to do and the
property is always visible.
