User counts are currently only visible in Outliner Blender File mode
or through the Properties Editor. Since the Outliner is most commonly
used in View Layer and Scenes modes, this PR introduces a new option,
“Show Users Column” (False by default) to make this information
available directly in those views.

This PR is an implementation of #68502. The PR adds manual sorting for
objects in the Outliner, allowing users to manually reorder objects and
collections. Objects and Collections can be interleaved. Old files are
switched to Custom mode.
If both Alphabet and non alphabet sorting is on in the old file the
sort_index will use the non alphabet(collection.gobject) order and the
outliner with Alphabet will stay in alphabet mode.
The objects are sorted in the UI not the actual collection storage
(Collection.gobject) due to the concern that other code may need scene
data in a different order, or might want to change order for its
operations. New objects are placed at the end of the collection. If the
objects were added in alphabetical modes they get added add the end in
alphabetical order. If you add in custom mode the objects are added at
then end. I multiple are added with a script the objects get added at
the end of the collection in alphabetical order.
CollectionObject's sort_index and parented_sort_index are exposed to the
Python API. CollectionChild's sort_index is also exposed. When in
alphabet mode there may be gaps in sort_index values or index of -1,
meaning the object has not been assigned a value (This will happen when
switching to custom, or it manually be set). When in custom mode if an
object was added with python and the Depsgraph has not run with
ID_RECALC_HIERARCHY tagged, then there can be gaps or index of -1.
Initial ordering is preserved from the ordering mode the was switched
from when first switching to custom ordering.
If an old file had alphabet mode off that order of the gobject is the
initial sort_index order and the new mode is now custom.

For "scroll to active", give more control to users with a new option
"Expand on Focus". When enabled, active tree element is focused by
uncollapsing all parent elements. Likewise when disabled, the visible
parent object is brought into the view, keeping the collapse state
untouched.

Active in the 'Overrides' view of the Outliner, it allows to selectively
remove an override from the outliner, even when there is no RNA widget
to display.
This commit also contains two small reltaed changes:
- Removed insertion of 'empty' entries for collection items that have
no liboverride affecting them, in the Outliner drawing. This was fairly
weird and confusing to have many 'meaningless' entries.
- Removed the 'asset' part of the contextual menu in a few outliner
views where thes make little sense (Sequence and LibOverride ones).
NOTE: Side-effect from supporting geonodes modifiers packed bakes in
liboverrides, see also !158148.

Linking an Object to another Scene was only possible
from "3D Viewport → Object → Link/Transfer Data" menu.
This PR adds the operator in objects context menu in Outliner as well.
Additionally, an incorrect error message of the operator is also
updated.

As requested in !148563, add a new option "scroll to active" in outliner
filters panel. Enable this option along with "sync selection", this will
scroll outliner to the new active tree element when the active object is
changed in viewport.
This option is disabled by default for now. Can add versioning code if
more votes for "default enabled".

We have icons that represent specific individual collections. like
Icon_Outliner_Collection for a default (uncolored) collection, and
Icon_Collection_color_x for ones with colors. For "collections" as a
general thing though we have icon_group. Sometimes we confuse the two,
for example the list of tabs to show in Properties uses a different
icon than the actual category icon. This PR fixes the complaint by
using the correct icon for each of these purposes.

So far it was only possible to relocate a whole library, now one can
also relocate a single linked ID (pulling in all of its dependencies).
This is essentially linking the new data, remapping local usages of the
old linked data to the new one, removing no more used IDs, and updating
liboverrides if needed.
- Wrap the closing parenthesis onto it's own line
which makes assignments to the return value
read better.
- Reduce right-shift with multi-line function calls.
The filter for grease pencil objects wasn't showing up.
The code was still checking for the legacy type.
Now, we're checking for the right object type and
are also looking at the `bpy.data.grease_pencils_v3`
list to make the checkbox show up in the UI.
Inherited from previous versions of this feature, by default the Purge
operation from the Outliner would remove all unused IDs, recursively.
The same operation invoked from the File -> Clean Up main menu would by
default only delete directly unused IDs.
Now both will by default remove all (directly or indirectly) unused data.
Add shortcuts to the Outliner for consistency and convenience:
* Add Object (Shift+A)
* Duplicate (Shift+D)
* Duplicate Linked (Alt+D)

To create a connection with the icon that shows up in
ID templates and decorators once library is overriden.
Affects Outliner context and Object menu in 3D Viewport.
Similar to the Asset menu.
Use the asset icon for the "Mark Asset" operator in menus.
Using icons is not only good for accessibility, but also to create
a connection with the Asset Browser and the icon shown in the
data-block template once marked as asset.

Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.
While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.
Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.
Some directories in `./intern/` have also been excluded:
- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.
An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

Actually is impossible to filter the Grease Pencil object type in the Outliner because only Meshes, Cameras and Lights are supported. This patch adds the Grease Pencil filter that allows artists to select only this type of objects. This filter is very handy for storyboarding.

This commit implements described in the #104573.
The goal is to fix the confusion of the submodule hashes change, which are not
ideal for any of the supported git-module configuration (they are either always
visible causing confusion, or silently staged and committed, also causing
confusion).
This commit replaces submodules with a checkout of addons and addons_contrib,
covered by the .gitignore, and locale and developer tools are moved to the
main repository.
This also changes the paths:
- /release/scripts are moved to the /scripts
- /source/tools are moved to the /tools
- /release/datafiles/locale is moved to /locale
This is done to avoid conflicts when using bisect, and also allow buildbot to
automatically "recover" wgen building older or newer branches/patches.
Running `make update` will initialize the local checkout to the changed
repository configuration.
Another aspect of the change is that the make update will support Github style
of remote organization (origin remote pointing to thy fork, upstream remote
pointing to the upstream blender/blender.git).
