Following-up on !163627, which bumped the macOS minimum deployment target to 13.0, this commit removes the Metal workaround for macOS versions older than 12, where the 64-bit Cycles kernel features value was split into two 32-bit function constants. Now that 64-bit constants are always available, the remaining `KernelData_kernel_features_64bit` was also renammed to `KernelData_kernel_features`.
