This PR fixes the compilation problems when building Cycles without OSL support and some Windows-related compile problems caused by the '_USE_MATH_DEFINES' define. The PR: - Adds the cycles_util dependencies to the cycles cpu module. - Adds the `_USE_MATH_DEFINES` as a global compiler definition when building under Windows. - Removes unneed setting and definitions of `_USE_MATH_DEFINES` in the code and CMake files Pull Request: https://projects.blender.org/blender/blender/pulls/154209
