This is motivated by the need to use the `DEPFILE` option inside the `add_custom_command` function (see !156980). This feature is only ubiquitous for our generators since 3.21. See CMake documentation for more detail: https://cmake.org/cmake/help/latest/command/add_custom_command.html This bump only prevent deployment to (nearly) EndOfLife linux distributions like Debian 11 and Ubuntu 20.04. https://repology.org/project/cmake/versions This doesn't introduce any new policy warnings.
