Hans Goudey 2470578538 Cleanup: Subdiv: Remove unused specifiesFullTopology code 
"Specifies full topology" was set to false in both of our "converter"
implementations, meaning none of this code was run in practice.
It might make sense to provide more topology information to at least
avoid edge lookups in OpenSubdiv, but currently a reduction in
complexity is more helpful.
