Casey Bianco-Davis 44c411cd5d Grease Pencil: Use Unified Paint Settings in Draw Mode 
This makes it so that all the draw mode tools can use
the `Unified Paint Settings`.
Similar to other modes, the toggle for using unified settings is exposed
in the side panel and in the context menu.
