This PR adds a TOML-formatted file to the user's config folder (next to userpref.blend) to store remembered UI states and values. These are saved always, unlike userprefs. If the file does not exist on startup it is created from defaults. Any items not found in the file use default values. In a nutshell this will give us a tool to allow Blender to behave next time as it did the last time. For testing this uses the system to save temp window locations and sizes, file browser settings, and (new) the order and open/close status of File Browser side panels.
