Brecht Van Lommel f8f0f0429f Fix #163757: Image Undo can sometimes restore incorrect tiles
The idea is assign a unique changeset ID per ImBuf. That is also renewed
whenever on full buffer updates on an ImBuf, for example on resize.

Undo steps copy the changeset ID on push, and can then only be restored
on ImBufs with a matching changeset ID. The changeset ID is also copied
from the undo step back to the ImBuf on full update,
so that subsequent partial updates apply.

This mechanism is used so that alternating memfile and image undo steps
both work correctly, and don't need a full image copy whenever a memfile
undo step is added between image undo steps. This is important for
memory usage when painting high resolution images while editing
materials or other scene data.
