gh-106320: Remove _PyTuple_MaybeUntrack() C API (#107143)

Browse source 
Move _PyTuple_MaybeUntrack() and _PyTuple_DebugMallocStats() functions
to the internal C API (pycore_tuple.h). No longer export these functions.
