Alaska ed6f7177e8 Utilities: Add batch files to help launch Blender with OpenGL backend and factory settings
In Blender 5.3, Vulkan became the default GPU backend for Blender.

Since Vulkan has under gone less testing than OpenGL, there is a
increased chance of weird GPU bugs that Triagers may have to handle.

To help figure out if issues are addon related, GPU backend related,
or both, it's useful for Triagers to have utility functions that can
launch Blender with the OpenGL or Vulkan backend, with and without
addons.

Most of these were added in !142169, this commit adds the last
configuration (factory startup OpenGL).
